If the car is being stolen right in front of you using a lockpick, the use of firearms is allowed, depending on the location (north or south of the city).
Vehicle Recovery
If you find your stolen car on the road, you are permitted to attempt a chase and a Get Out and Fight, as long as it's during robbery hours.
